Poor People are Concentrated in the Cities
With the rise in the state and local urban responsibilities has come a re-examination of the basic division of functions among the different levels of government. Nowadays, it is impossible to find a major social program which does not involve all three levels. Nevertheless, the cities continue to have primary responsibility for two of the oldest functions of government, aid to the needy and public education. In the average city, these two functions consume upwards of half of the tax revenues, and their costs are rising steeply. The Advisory Commission on Intergovernmental Relations has urged that two burdens should be lifted from the cities and transferred to higher levels of government which has broader taxing and borrowing powers.
On the ground that public assistance is a national problem that can be handled only through a consistent policy throughout the land, the Commission has urged that the entire cost of public welfare has to be assumed by the Federal Government. It further proposes that the states take over the full cost of elementary and secondary education, leaving the cities to finance and control only programs of purely local concern such as sanitation, public safety, and local development.
